Some training tips for my misbehaved dog...?

Its the family members dog and she doesn't come when she is known as I have a 7 season old sis .she doesn't help because she goes after after the dog and the dog operates away.
I'm trying to educate her behavior, which will never be difficult provided that everyone members cooperates. which Its difficult to do. My sis "stay". I informed my sis to quit it and do what I requested of her (cause she nourishes the dog) she said "Ok" but i go into your kitchen and I can listen to her speaking with the dog normally again. she didn't pay attention to a term i said. When I went out to emphasize her she said "i can do what ever I want" and she stormed off.
